It is a microcode ignore function to be used in conjunction Gulftown processors. By ignoring the microcode some of the Gulftown specific scheduling is bypassed which can improves the scores of "2D" benchmarks such as Super Pi 32M. Unfortunately this only really worked on early engineering sample processors and does not seem to affect retail CPUs.

i have a 990x, and it wouldnt even boot with this enabled

You probably used a DRAM divider ratio that was too high. Use one of the lower memory divider ratios and see if it will POST.
