Only the 2646060 has the Hotfix Download Available option. Link for W64.

Yes, the patch fix (is supposed...) the Windows 7 scheduler for appropriate use about CMT technology of Bulldozer.

Yes, after you install Win7 x64 then Update all the Updates from Windows Update, Then you install KB2645594 First, then install KB2646060 after you restart.
From 138.18 Gips to 138.18 Gips!! and now the best part From 82.76Gflips to 82.03 Gflops So it decreases! Nice
