It doesnt appear to be, windows error say anything about conflicts. And moving the cards around should have worked if so.

Long story short I just did a fresh windows 7 install on this build, and my Hauppage tv tuner wasnt being detected. The pc went into sleep mode and when it started again the tuner card was detected....
