this is intended in the new bios and not a bug whereby pch fan control is now @ auto which spins only after 80C to reduce noise, u can let it spin up regardless by goinginto bios, fan speed control,...

so neither of these drives are seen in bios is that what u are sayin?

its for the fan right beside it. did you short something on the header or use some crazy fan on the header? you can run it fine though , ot be safe then you can just not use that header and the fet...
