CHV, phenom ii, voltage not decreasing with clock for cool n quiet

windows power is on balanced with 0% to 100% processor.
cool n quiet and C1E are enabled in the bios.
the VID changes but the vcore remains the same.

the clock will decrease as it should be the vcore stays high

Based on a response Raja had made, try setting your Vcore in BIOS by using offset instead of manual, it should resolve the issue.
