Crosshair V Formula CPU Fan Error

I've done much research on Google to try and find my fix but have yet to prevail. My components are Crosshair V Formula, FX 6100 Black Edition CPU with stock fan cooler, and Corsair AX1200W PSU.

I've read and tried some options which include loading optimized defaults, change to 3 pin on CPU fan plug, and ignore CPU fan speed low limit in the BIOS. Still loaded the red Q-LED on boot and when it tried loading Windows, it lagged a bit when the orbs swirl and then freeze when they collide and restarts my computer. When it freezes my computer will make less noise as if there is less power and you can at least see the CPU fan go down in speed (not completely out from what I can hear and see, just a lower speed)

Haven't tried changing my voltage to 12 since I wasn't sure how to do that. Also not sure what this meant so I haven't tried "Putting duty cycle over 20%"

*Main thing I need help I think is figuring the problem when Windows is loading and my computer loses some of its power and restarts.

I was discussing my problem with a friend and he brought up something that I want to confirm. I ran into technical problems when building my computer long ago and installed my W7 OS onto my friend's Intel motherboard at the time to have a computer for schoolwork and my friend says it's possible that I can't just take my old hard drive with everything on it and just put it up with my AMD motherboard. Is this true?

Install OS onto hdd with an Intel motherboard
Try to use an AMD motherboard with same HDD with no wipe.
Is this aloud or do I need to do a wipe for some specific reason?

Also would anyone happen to know if I could wipe my harddrive and reuse my OS or do I need to buy another copy again?
