    V-Sync...Better ON or OFF?

I know back in the days of CRT Monitors they recommend V-Sync on...

Now with High-end Video Cards and Processors...Do they still recommend V-Sync?

Yep! It has to do with your panel, not the card. Some are better than others in regards to tearing. VSync + Triple Buffering is the way to go. You can grab D3DOverrider on my Driver page if your game doesn't support TB in DirectX.
