    Hello,
    I am having the same exact problem as the OP, but I do not have a second smaller monitor to try on. I would also like to try and circumvent having to buy a video card as i do not require one for the purposes of this pc. Any help?
    Here are some screenchots i took (blindly) with the current settings.

    Intel usually fix issues, don't think there is a new driver recently though. When there is you will need another screen to install anyway. http://www.intel.com/p/en_US/support/detect/graphics

    A hdmi to dvi adaptor may work (if the monitor has dvi). DVI on the monitor side might also have a better picture than hdmi on some screens.

    Thanks for the response Spathi!
    I do have another screen. One is a Vizio 22" TV and the other is a Dell monitor. I have tried an HDMI to Dvi adaptor on the dell monitor to no avail. I wouldn't need another screen to install because I can go into safe mode, rollback the driver and install the new one normally (not from safe mode) which is what I have been doing, sitching into safe mode and out.
    Still open to more feedbacka s this issue is driving me nuts! Wanted to spend some time enjoying teh new computer not trying to fix it.

    I sort of see your problem, if you set the refresh with the working screen it will not change when you change monitors. That is if it is the refresh problem.

    You could borrow or use a spare a pcie card, plug both screens in (non-working to sandy hdmi) and set the refresh from the working screen for the non-working one.

    ..or ask intel if they have a beta driver or fix.

    What would you recommend as th ebest way to contact intel? In the meantime as I haven't had a chance to plug in the other video card...

    Problem solved. Installed my HD4850 graphic card, then the intel drivers while I was running off the card (PCIEX) then I disabled the card and ran off the IGPU in the bios and it worked. I then removed the PCIEX card to make sure and it is working.
    Dedicated to anyone else out there with this headache.
