Trying to get memory to speed up. how?!

Ok, so I've had this board for about a month now. Got everything running almost how I want it. Now I'm stuck on the memory speed. I'm using a corsair CMX4GX3M2A1600C9. yeah I know, not the fastest chip. But I'm not even trying to get it uber fast or anything. I'm just trying to get it to the stock speed. 1600mhz.. heck, I'd even take 1333mhz.. Right now, on CPU-Z, I'm showing memory speed of 709 mhz, almost half of where it should be.
Let me read off everything it says:
Channels #: Dual
DC Mode: Unganged
NB Frequency: 2127 mhz
DRAM Frequency: 709
FSB:DRAM 3:8
CAS# Latency (CL): 9.0 clocks
RAS# to CAS# Delay (tRCD): 9 clocks
RAS# Precharge (tRP): 9 Clocks
Cycle Time (tRAS) 24 clocks
Bank Cycle Time (tRC) 27 clocks
Command Rate (CR): 1T

how do I get it to run the 1333 or hopefully even the 1600mhz it should be at?? thanks if y'all can help!

LigerQ4, I'm having a very simular issue. What did you do to solve your memory issue.

Vyzygoth, If you're referring to the 700ish in CPUZ this is DDR memory so that speed is effectively doubled.
