Maximus V extreme 3770k + H100i GTX help

Hey guys, just bought a bnib 3770k and h100i GTX cooler and getting average temps between 33-36 degrees but something looks off.. I've seen others with much lower temps but this is confusing me. I upgraded my original h100i and regular 3770 which i normally had idle temps of 27-30. But now with the unlocked chip, I think I'm doing something wrong in the bios. I'm trying to make everything default but it seems to sometimes LOCK the chip at the turbo 3.9ghz as my stats look way different than the results posted here. http://www.tomshardware.com/answers/id-1767266/3770k-h1... . I'm a big noob and have never overclocked and am having difficulty even setting things to default to get an accurate reading. My temps should be lower than this.. Please help. Also, cleaned the chip with Isopropyl alcohol before applying a brand new h100i gtx and everything seems to be mounted correctly. Have the cooler setup in a push/pull setup with 2x 200mm fans on top on low. Should i try reinstalling windows as I previously had a regular 3770? I think the board might be overclocking the chip a bit as even on "Optimized defaults" mode the clock and multipliers never seem to settle down and constantly throttle all over never idling.

Idle temps look great !

You can have your cpu run constantly at 3.9GHz or you can have it throttle down when at idle. This will all depend on how you set the settings in the bios.

If you want your cpu to throttle down when at idle, enable speed step and the c1e state and set the windows power plan to balanced.

If you want your cpu to run at a constant speed which I prefer, disable speedstep and the c1e state and set the windows power plan to high performance.
