From the link in the post STEP 2 is the fix, but it does not require restart
Follow STEP 2 in this link
With XBox app open
http://support.xbox.com/en-US/xbox-on-windows/social/troubleshoot-party-chatbut do this instead
netsh interface Teredo set state disable
Then
netsh interface Teredo set state default
If you follow MS instructions you will notice Teredo immediately disappears and isnt around to uninstall, go figure,
Setting it back to default will bring it back into the device manager With XBox open
Recheck the wireless in xbox, should spin around and produce a flawless conection, you will probably notice your entire wireless network clears up
