New build won't post

New build not getting any beeps at startup, Q_Code is 00, CPU and GPU fans come on but none of the case fans do, MB lighting does come on and nothing shows on the monitor.
I've gone through checking all power and other cables. Did a BIOS flashback with latest via usb. Cleared CMOS and removed battery for 5 minutes. Been searching for solutions but none found so far.
Any ideas?

The build has the following components:
ASUS Rampage V Edition 10
Intel i7-6850K
PNY Quadro M4000
G.SKILL TridentZ Series 128GB (8x16GB) DDR4 3200
Samsung 850 500GB SSD
Corsair RM1000X PSU

You could try:
- Reseat CPU;
- Check CPU socket for bent pins;
- Temporary replace PSU with another one, just to check it;
- Check the user manual for correct RAM sticks placement;
- Use only one RAM stick at once;
- Switch to BIOS #2

Re-seated the CPU, same result
Hard to see but they look ok, will get a magnifying glass to look more closely -- was a small piece of plastic near side wasn't interferring with pins but cleared it and re-installed chip. But no change
Don't have another PSU on hand to try
RAM is correct
Tried the one stick of RAM, still same result
How do you switch to Bios #2?

Have you double checked your power cables are all firmly connected? The cpu 4 pin and 8 pin, 24 pin and gpu power cables? Also do you have a self test button on your psu?

Yep, all PSU connections have been double/triple checked, plugged and replugged
Don't have a test button on PSU

What LED do you have on the motherboard when you get qcode 00? CPU LED?

None of the LEDs light up

Bios switch is at the very bottom right of the board (red button). Push it and watch the yellow LED switch from one chip to the other. The bios chips are also at the bottom of the board in the middle - next to the red USB 3.0 header.

Found it, changed between the two but still same result
