I'm having problems with my PC. First of all, sorry about my english.
Last week I was watching a video when suddenly my PC crashes with de QCode 00. So, when I tried to turn on it again, it reboots 3 times in a super slow initialization. Although I was able to log my user, all programs and mouse was completely slow. Consequently, I did some tests:
1- Recovery Windows: the time spend on it was over a day!! and I had no success.
2- Remove and replace every thing: no success;
3- Turn on it with a single 4GB RAM without a GPU: far better
4- Turn on it with a 2x4GB RAM without a GPU: far better
5- Turn on it with normal config: 2x4Ram and GPU: the problem of slow inicializations and some reboot to star.
6- Remove and turn on it a 2x4GB RAM again: the problem continues. (?????)
7- Replace again GPU in another PCI-e slot: the problem continues.
Others obs:
- when it is on, and I press to turn it off, it always crash to QCode 00.
- The reboot happens when: a BOOT_device_LED is on with a QCode 99 or 62; or (without a GPU), a VGA_LED on and QCode 62 or b6 or 4F.
My specs:
ASUS MAXIMUS HERO VIII
i5 6600k
2x4GB RAM HyperX 2133 Hz
Gtx 970 Strix
Corsair HX750i
Corsair WaterCooler
WD 1TB 6400 RPM

Your GPU is defective. You found out by moving your GPU to another slot (still same problem). So if you can RMA the GPU, do it asap.
