What is the problem:

Does it sound loud, like it's running very fast?

Or is an information program reporting maximum speed?

You should check the temperatures.

If it is running too hot, there may be a problem with the cooling system.

Did it sound so loud before you installed the SSD?

Did you clone your installation onto the SSD, or do a clean install of Windows?

If this only started after you installed Windows on the SSD, I think this is probably related to the power configuration.

I would suggest you try some alternate power profiles. I suspect that you are using the High Performance profile.

Also, if you installed Power4Gear after your clean install, I would uninstall that and just use the Windows Power Options.
