OK i know that the 2 fans are independent...the one on the right is for the GPS and the left is for CPU...

on idle for about 20 minutes now I noticed that the right side is blowing slihtly warm air...but the Left side is blowing cool air...

is this normal? so the GPU tend to be warm on idle compared to the CPU?

Yes it's normal.

because youre using cpu more than GPU even in idle state. and the cpu and gpu do run at different temps and have different threshold

So at idle my CPU is at 33` ~ 40` and mt GPU is at 58` ~ 63` Are these normal?

They can be normal, if your ambient temps are high. And you like asking the same question in multiple threads, I see.

Is there a softare that enables me to set the fans max all the time? I know the MSI GT680's has a button that maxs the fans...i wonder if there is a software that can do the same?

No, there isn't. Running full speed all the time would also cause your fans to fail quicker.
