On default, Fraps says I get 60 frames at the highest.

I use vsync on. I hate screen tearing. On 120Hz panels, you can go up to 120, unless you are in 3D mode.

alright figured how to turn on vsync.
Should i use nvdia settings for both EDGE ENHANCEMENT and Noise Reduction at 100% or should i leave those default?

I also turned PhysX on my gtx460. was that the right mover Chastity? I know yo u have the most knowledge here(:

I used both vysnc on and off and I lagged even worse while play SolderFront. Its a very low game that doesnt require much. My laptop did better with default settings on SoldierFront...

Most games have a VSync setting within it's own Video Config

VSync prevents screen tearing. VSync + Triple Buffering = same performance as No VSync, with a max fps of your screen refresh rate.

Modern games today fortunately support Triple Buffering for DirectX, however, not all do, and you can use an app called D3DOverrider (from RivaTuner) to force it in gameplay. You can download it from my Driver & App page.
