See how it plays without fraps running.

Weird you have the same GPU as me (though mine is the 3GB GDDR5 Model), I am able to play Crysis 2, in ULTRA at 1920x1080 using the DX11 and Hi-Res textures patch and on 3D and I'm getting just over 30fps, the gameplay is smooth with no pauses or framerate drops, are you running the latest Nvidia VERDE (designed for Notebook mobile graphics) driver? The latest beta one is 290.36, I might actually download FRAPS to see what my actual Crysis 2 FPS, just to be sure. Though saying that turn off Anti-Analising and V-sync, here's a link to help with optmising your graphics try these first then just adjust accordingly, like I did http://uk.geforce.com/optimise/optimal-game-settings/crysis-2-geforce-gtx-560-ops let me know how you get on, will post my FRAPS here soon.

If fraps is just running it should be the same. Obviously if it's recording the framerate should drop rather heavily.

I used FRAPS the other day to check my framerate and well I get anywhere between 15fps - 30fps, unfortunatley you could lower the resolution and opt for the HIGH or EXTREME graphics profile, in order to see if that gives u a framerate increase, unfortunately you prob wont get the framerate in Crysis any higher, you must remember that like the original Crysis, it's been designed to be PC killer in respects to how much hardware you needed to run it, I should know, the 1st PC I built was specifically built to run Crysis. Though 15-25fps doesn't seem like a lot, compared to the usual 30-60fps. I still find Crysis 2 on Ultra at 1920x1080 with DX11 and the Hi-Res texture pack and v1.9 patch to run smooth, with no delay in control, if you can live with this then enjoy the game in all it's graphical glory or just get it on console (I own Crysis & Crysis 2 on PS3). It's the price you pay when a game is primarily designed to test even the most hardcore gaming rigs. I would recommend getting the DX11 pack, it weighs in at 545.9MB http://www.fileplanet.com/220741/220000/fileinfo/Crysis-2-DirectX-11-Pack and the Hi-Res Texture Pack weighs in at 1,695.1MB http://www.fileplanet.com/220742/220000/fileinfo/Crysis-2-High-Resolution-Texture-Pack, make sure you update to v1.9 first before installing the above as v1.9 adds DX11 Benchmark and Support http://www.fileplanet.com/219315/210000/fileinfo/Crysis-2-Patch-v1.9. Also the Hi-Res Texture pack requires a 64-bit Operating System and at least 768mb Video Memory. Also try the Crysis 2 Configurator v5.2 allows you to tweak various graphic options not found in the Graphic menu, it may help you get a little extra fps, worth a try, grab it here http://www.fileplanet.com/220835/220000/fileinfo/Crysis-2---Configurator-v5.2. Let me know how you get on.

On another note and some light reading why not check out this little article http://uk.geforce.com/whats-new/articles/new-kingpin-3dmark-record-with-x79-quad-sli and stare at amazement at his lovely Quad SLI Liquid Nitrogen cooled GTX580's, be nice to see what his Crysis 2 framerates are with his EVGA CLASSIFIED setup :)

Look at the rig in your avatar, then look at your G74. Don't you think its unreasonable to expect a notebook to play a demanding game like Crysis 2 on uber settings?
