Is it running? Look for the process in Task Manager.

i believe it is. :/

ATKMEDIA aka DMedia.exe is app intended to enable the control of fn+up/down/left/right for media control purposes.
ATKOSD2 aka ATKOSD2.exe is app inteded to enable visual feedback ( icon/animation ) onscreen when you press any FN+Fx (x=1-12) combo.

What you didn't showed us is whether HCONTROL.exe is running -> the only exe that enables the FN+Fx (x=1-12) combo keys to do what they should, E.I control the keyboard backlight.

Try to check my guide "HOW TO CONFIG ANY FN COMBO (fn+key) INCLUDING "ShadowPlay", "Steam" " (https://rog.asus.com/forum/showthread.php?56496&p=538722#post538722) and read that even with old driver, FN control still possible.
-> try running HCONTROL.exe with "run as admin" -> kill that exe using the task manager -> run it ( as admin of course ) -> check FN combos.

if that did not helped... you might have HW problem....
