Should I turn Vsync off if I am playing Fps games or should I leave it as "Use the 3D application setting" Also I have gsync off

If you want your FPS as high as possible and to exceed the monitors max refresh rate then turn off V-Sync.

G-sync will help solving tearing when your fps is higher then your screen refresh-rate.
V-sync/Fast-sync is same idea but only for the case of lower fps then your screen-rate.
it is advisable, that if you choose to use Vsync/Fast-sync - enable it from Nvidia panel, but disable it in-game setup's screen.
lastly, enabling g-sync won't hurt your FPS, AFAIK, even if you've got low FPS vs screen refresh-rate

G-SYNC only works within the G-SYNC range so it is disabled when FPS are above the maximum refresh rate of the monitor. At that point you will get tearing if V-Sync is disabled. By enabling V-Sync it will cap the FPS to the maximum refresh rate of the monitor and thus avoid tearing. This used to be the default configuration...... G-SYNC on, V-SYNC on. But in 2015 Nvidia gave us the option of G-SYNC on, V-SYNC off to satisfy those gamers playing first person shooters who wanted the maximum FPS they could get.
