Is there any chance the X370 Strix will see some of the more useful BIOS features like P-State overclocking and the ability to disable the offset on X series chips?

3.8 really isn't all that much regardless of voltage. It also depends on how you're running Prime95, some settings are a lot more intensive than others. And 3 hours really isn't much time.
