I had coil whine on my first Maximus Hero XI that I RMA'd, but it's strange because it was not the same sound as you have in your video. Try to disable all C-States in the bios to see if it fixes your issue.
What voltage are you feeding the cpu in the bios?Idle temperatures in the 40s is already too high; over 100°C and throttling under gaming load indicates a problem either with voltage or with the AIO installation (or both).
