So i got around to installing my new pc , here are specs to see what to determine the issue might be.
i9-10900k
2080ti EVGA FTW3 Hybrid
4500MHZ Team Group DDR4
2 m.2 Drives
-1 Corsair
-1 Samsung Evo
1200W Psu
Asus Apex MB
Win 10 Pro

So upon boot somtimes my screen just sits black and i have to restart the pc in order to get somewhere
Sometimes i see the rog logo and then gos black again
Sometimes i see the rog logo and 10-15 seconds later i see the Windows circles going in a loop like its loading.
This is about 45 seconds in , dont get me wrong that is not long , but with the hardware i purchased i feel something is wrong.
Once i login everything seems fine , its just when i shutdown and come back like 10 hours later and try to boot i get these weird boot up process , when it should be start forward and fast bootup.
-Also just rebooted right now and it reboots under 5 seconds but when i login to my account the nividia driver is not registered .. then i hear it connect and says G-SYNC Available .
Any info would be appreciated -

2. This might be because of the ram. Try booting with no XMP and it will prolly work just fine.
I had a similar issue with my ram, same black screen, or lagging loading dots, etc. The ram was not stable at that freq because of a setting that the board would set really bad. It was the rtt_park value which i had to set at 48 clocks in order to get my ram stable on both channels. You should try this and lower vccio and vccsa that your mb is setting at like 1.25 and add more on vccsa if you get errors or crashes with the stock xmp profile. The "park" setting for both ram channels is located under dram timings control->skew control on my z390. Change it for both channels: CHA1 CHA0, its something like odt rtt_park, set if for both channels at 48 and it should be ok. -

bump still have issue... actually ran overclocking and the pc runs perfect!! got my ram to 4500mhz and can play game flawlessly , and cpu 5.2ghz... everything runs fine on the pc.. its just the boot. It seems to lock up when trying to get the display driver to come online it seems.

I think there are bios issues right now. I can't get my Z490 Apex to shut down with windows. It boots perfectly but won't shut down. I have to turn off my powersupply at night when I go to bed.

lol I have the opposite issue :) I am still thinking you should clear cmos and try it not overclocked first to get all the drivers loaded and hardware recognized properly first. I think somthing else might be happening here. .. clear cmos and boot in standard mode. I guess you can shut the pc down correctly with windows shutdown right ?

it did this when nothing was overclocked .. i wanted to test the overclocking and everything works fine. it boots faster with the Optimized overclocked settings , oddly lol. Yes i can restart shutdown and everything works fine. Its just the Display does not come on sometimes then i have to press start button on pc case to restart it and then it will go into what i show in the video

I think I recreated your issue. I went to pch storage configuration and put Sata Interupt Setting on "SMI" when I did that it took forever to boot. When I changed it to "SMIX" or "Legacy" it allowed normal booting.. check that.. I am trying to troubleshoot why I can't shut down my system but your problem seemed easier to me to fix.. check it out.
Not to mention I seen your video card was PCI X8 setting make sure you have all the PCI settings to Gen3 -

Ok actually u have to enable Intel Rapid Storage memory ..
Then it gives you an option for Sata Interrupt .. it was already on smixed..
That looks like options for Raid Control for the m.2 drives .. not sure how that would relate to my boot??
I took pictures of why i couldnt find it initially

yep looks like you are right.. If I use msi on my raid setup it takes ages to boot.. I use msix or legacy it boots correctly. Well I gave it a try. I will continue to look at this along with my problem. I still have a suspicion it's bios related in some way at least for my problem.
By the way, did you mount your ssd's on the dimm.2 or onboard. On board if I read it right shares the pci express slot with your graphics card making it 8X not 16X.

For your issue and both mine i think im going to just put my PC in sleep mode instead of shutdown. That may be a temporary fix.
I have my EVO m.2 in the RAM m.2 slot and i have a corsair on the board right above the gfx card. I was thinking about that when i placed the corsair m.2 above the gfx card and hope that my gfx card get x16 .. ill have to try taking it out. Only reason why i put it above my gfx card is because it has heat sink on it and cant go into the Ram m.2
Your pc atleast boosts how it should.
I also found multiple issues with booting etc with the z490 platform . Im thinking they will release a new bios or patch to get the bugs fixed. This is common with new technology
Update*** Even after taking out the corsair m.2 that is above the gfx card.. The boot time still elapsed to 1-2 mins, I did a 3 trial run. The first two boots were 1-2mins BUT the nividia driver was registered. On the third attempt no nividia driver. Therefore ruling out if the corsair is interfering with the x16 needed for the gfx card. Ironically i put the m.2 back in , and it booted within 10 seconds and nividia driver registered. So im back to pulling my hair out Lol! Hopefully it stays that way.. -

It is a good practice to list the current bios you are using to help identify issues. I have tried 403, 062, 607 and I haven't had any issue with those on the Apex Xll.
Also listing all bios settings can help identify issues. When in the bios with a USB formatted to FAT 32 go to Tool, Load/Save Profile, CTR+F2. Then you can post the settings and someone might be able to identify something. -

No the disk check came after i did a Microsoft update lol . i have it turned off now.
If it was boot instability it would let me know in POST and it would not go any further. I really think its the GFX card , because the spindle loading i think it is trying to find the gfx driver before logging in. As you saw in the video it does then pick it up after i login.
Ill try ur suggestions once i get back from work. Ill try to take pictures of a lot of the tabs.. What are the main things to check .. I have built a few pcs and i have never had to change bios settings after i installed a pc. my bios is 607

You might be right, but if it was the GPU driver how would overclocking the ram fix it? Or maybe I misunderstood.
As for how to save the bios settings I don't know how to explain it better. You have a USB stick and follow those steps and it will save them to the USB as a txt file then you can post them. But it is not a big deal. Try the MRC and MCH setting and see what happens.
When you say you overclocked the ram did you just enable XMP or manually change timings and voltages? XMP over 4400 put the voltages super high. ON my APEX Xll VCCIO is 1.46 and VCSSA is 1.672 just setting XMP for the higher frequency's above 4400. That might be ok long term but I wouldn't do it.
Also when getting over 4000-4133 just enabling XMP doesn't always work. Usually I have needed to go in and make changes. Pushing 4400+ using just XMP is asking a lot. The motherboard manufacturers are not there yet from what I can see. -

Also in your video description you say that is with no overclock but when booting it says right on the screen 43% overclock is set. So something is not right. Did you hit F5 in the bios to load optimized defaults?

I see I left out a step for saving the bios settings. When in the bios with a USB formatted to FAT 32 go to Tool, User Profile, Load/Save Profile and then CTR+F2.
I would post screen shots but for some reason it says my files are too large and if I edit them down they are tiny and hard to read. I obviously do not post online much ;)

yes so originally this issue was present when i had no overclocking. I can run the pc full functionally , it runs fine , and in games its a monster. So i wanted to do Optimized Overclocking and i enabled XMP in bios. Its the whole purpose of why i chose this motherboard for the overclocking capabilities . Yes it configured my ram to 4500mhz and 1.45V. When geting to post it booted with no issues and ive been using it for a week with no problems.
New issue arised where i was trying to save the bios profile and my flash drive doesnt work. When logged in and in device manager in USB bus controller i have unknown usb device descriptor failed . Tried running troubleshooting hardware and device , didnt work, tried uninstalling/reinstalling didnt work. LOL
Where do i find the MRC fast boot and MCH ? -

Extreme Tweaker Tab, down to Dram Timing Tab, then scroll down to find them. Bios also has search at the top or F9 to find items.
The board has dual bios, have you tried the other bios?
It seems like bios 062 is the best one so far(as in RAM OC stability). But none have given me any kind of boot issue like you have. Maybe try another clean install of Windows 2004? Or reinstall GPU drivers?
The reason I thought it was with the RAM training is I have had issues like that when OCing the ram and it not being stable. But you said you can game and it is fine so the RAM stability might not be your issue. -

I also have an Apex XI and I know that board is not stable with XMP on high mem sticks and even the APEX XII is not stable with the Gskill 4800 just setting XMP. I have to manually set voltages and timings. People think these boards are plug play with high XMP memory but in my experience they are not.
I have messed quite a few different boards from MSI, Gigabyte Asrock and memory kits from 3200/14 to the 4800 kits and I know they do not like 4133+ with just XMP. It might work for some but for the majority they need manual tweaking. -

I put the Team 4500 kit in the APEX Xll and it is working for me with and without XMP. XMP booted right up with no manual tweaking but like I said before voltages are really high on VCCSA @1.68. The 1.45v you mentioned is DRAM voltage.
I haven't tested stability but I just wanted to see if it boots or I had issues with the Nvidia control panel. No issue using the latest Nvidia drivers 446.13 on Windows 10 2004 for me. My GPU is MSI 2080 TI Gaming X. I also used defaults for bios settings with bios 403 to try and replicate the most likely to have issues. I also have no CPU and that will effect ram stability.
Ill report if I have any issues with the Team 4500. I have bios 069 on my other bios ill try and see how it works as so far that seems the best bios from my testing.
Edit Newer bios 069 sets a lower SA voltage of 1.52 vs 1.68 on the older bios when left on Auto. So far no issues with the Team 4500 XMP and using AI OC. -

I used Gskill 4600 royal gold kit with xmp and AI overclocking just for fun and it run great and keeps retraining the CPU faster and faster.. The ram is running a solid 2300mhz.
I haven't tried manual OC yet. I have to replace my board it's bad per ASUS but it runs currently.. Just won't shut down. -

Ok bro from everything you have written I think it is time for a fresh install of windows 100%. Try that before you try anything else lol.
Fresh install of windows, install your chipset drivers from the site, get the newest nvidia driver, turn off fast boot in bios, and do some restarts lol. Sounds like a windows issue vs a bios issue to me firsthand. -

Im thinking Asus just needs to update drivers to allow my GFX card to properly register upon bootin up. My only issue is my gfx card not being registered , which is what i think my OS is trying to figure out when booting (hence the spindle) Otherwise pc runs great .

Hyper M.2X16 [Enabled] will cause the NVC issue. I replicated it by setting mine to enabled. Clean install Nvidia drivers should fix it. I have to try the clean install of the GPU drivers to verify it fixes it.
Edit just disabling Hyper M.2 solved it even without reinstalling the GPU driver for me. It just took a reboot.

Edit : after 1 reboot seem normal but the nividia driver still was not registered until i logged into my acc
Edit 2: Just did factory reset of everything .. everything worked fine, boot within under 10 second . nividia driver registered. Only tried with 1 boot so far. Good news thus far
Also do you ever get a Patch file poping up after logging in ? Im trying to find out what is executing it . It only flashes for a second -

Yeah it took a little bit after the first reboot for the Nvidia driver to initialize, after that it was normal.
That flash/pop up is the Armoury Crate apps. I disable it in bios and don't install it. I did try it but I don't use any of the apps in it so when I did a another Windows install I disabled it in the bios. -

After 3 boot up everything is running good i think you figured it out man!!
Boot under 10 seconds.. Nividia registered upon logging in.

I do have one more question. Whenever i put my pc into sleep and i want to unsleep it .. the monitor does not come back, its just a black screen and my monitor flicks on and off orange .. anyone know of a solution ?

I think it is from the memory OC or high XMP. When I put mine back to default for the memory then it wakes like normal. I have noticed this on many different motherboards when running higher speed memory or really tight timings.
Even lowering my memory speed down to 4000mhz then it wakes from sleep fine. So I quite using sleep and just run my memory at higher speeds.
