It was pre-release microcode revision for SKX SKUs. The Turbo Boost 3.0 locking only 2 core support 4.4 GHz overclocking.

your SKX running @ 3.6GHz )
My lastest 02006DO5 microcode revision for SKX SKUs able to run all 18 Core support 4.4 GHz overclocking by default.

Intel UEFI x64 Legacy Gigabit Driver (UNDI) v0.2.02 works well too with x299 motherboards (updates properly even when UBU does not recognise it properly)
