This problem actually sounds like RAM or SOC Voltage issue, not a motherboard issue. Have you tested the RAM for errors ?

Use default settings for everything and the DOCP profile for the RAM then;
Try setting a manual SOC Voltage @ 0.9v, 0.95v, 0.975v, 1.025v, or 1.05v and see if any of these, see if a SOC Manual...

No problem, SOC of 1.1v should be most stable, my system runs on that without issue and PBO enabled.

Windows 10 would be my recommendation. Nothing but issues, glitches, etc with Windows 11 I have found.

If you have another monitor, try it first and make sure this is the problem. Also, try another HDMI cable.

What are using for the heatsink, if you over tighten this down, code 00 may be a side effect. Try backing off the screws 1/4 turn and see if this helps.
