4000MHz is the absolute top end of expectations on top end hardware...not attainable by every CPU sample...

You might find 3600 tight timings beats 4000+ with the timing compromises and voltages

I'd try one kit and see what you get...both kits may run 4000 with 1.3 IO SA...maybe only 3600 -
