if you set v-sync on, you will get the refresh rate of your tv.
if v-sync is off your fps counter will show what fps the gpu will give out, but tv will only show as menny fps it is rated for, aka 4K...

windows tries to fix/patch 1 thing but effs up 100 other things.
thats been w10's problem since day one, with forced updates.

it have shared memory, 2 gigs on each GPU chip.

have you instaled the software for it?
and read in the manual if there is spesific ports you have to plug the drives in...

it can be the hub, try and connect one of the fans straight on to the mobo and see if you get up enny readings then.

on bf1 have it on high custom, or just set it to auto.
stil buggs on the max res.

hammeering bf4 (3440 hours so far ), and bf1 in a blue moon.
not been mutch bf3 since hardly enny of the ppl i play with plays it.

do you get up a BSOD? if so whats the error shown??

did you plug all cables ( pci-e ) in to the GPU?
and pluged the GPU in 1'st pcie slot where it should be placed? ( read manual )

and if you plug it in to the port you had t in before?

you can only get 120+ with displayport cable, HDMI is 60HZ and not more.
dvi-d is 120hz.

a 860W PSU will serv you well on this setup unless you add second GPU.
if its only CPU you gona cool a 240 - 360 rad is good enough.
but 2 components i recoment a rad surface of 480 ( 4 fan slots...

can be a eff up on the bios file it self, if no one else post this problem it can be other things.

as main drive i would recomend minimum a 250gig ssd, and not below realy.
since you gona instal apps/programs on it by default.
and get other drives for games ( SSD or HDD is up to you ).

just by pure guess, the 00 mainly means dead bios/cpu
did you instal enny components maby before this happened?
or there can be a loose part/connection on the board ( just guessing on this one!!!...

i went from 60hz and to 144 and i dont feel as tired after playing a few hours compare to when i had 60hz.
