Actually, uninstall AI Suite and then reset your BIOS. Jot down your OC settings that doesn't relate to power management (Do not back-up your BIOS). You can apply your OC settings manually later....

All I am concerned about is the 8.9% to 9.4% CPU utilization on my 9900k. It used to be 2%.

I had this issue before, and I had to make sure not to touch "Digi+ Power Control" in AISuite which also enabled EPU Guidance.

Did you do anything with ASUS AISuite or auto OC in the BIOS? Such as AI Overclocking and 5 way optimization. Especially EPU Guidance.
