The 2x16GB kit will likely overclock further than the 4x8GB kit as two sticks puts less strain on the cpu's IMC.

If you won't be overclocking them past 3200MHz you can go with either or.

It's normal to show two screens when booting up.

In the bios on the Boot tab you can set how long the ROG Logo is displayed, default is 3 seconds.

Since all your other games play fine, I would think you have DXR enabled which puts a big hit on performance.

Try disabling DXR (DirectX Raytracing) in BFV.

Core clock = 2215MHz
Memory clock = 9418MHz

That sounds ok as long as IO and SA voltages aren't too high, otherwise you'll have to loosen timings until you find stability.

It sounds like you're almost there.

Would try:

Dram frequency - 3000MHz
Dram voltage - 1.50v
IO - 1.275v
SA - 1.30v

Primary timings 15-15-15-35-1T

It could be a struggle to get 4266MHz stable.

My mistake, your title says Z390-F but you mention Z370-F in your post.

The Z390-F does support up to 4266MHz so yeah try increasing the BCLK until Dram Frequency reaches 4266MHz.

You may need to increase the BCLK to reach 4266MHz which will also increase the cpu frequency.

Your IO and SA voltages are too high at 1.40v, should try and use no more than:

The RC-RFC1-RFC2-RFC4-RRDL-RRDS-FAW are subtimings as shown after the primary timings, you can enter these manually to see if this helps with stability.

Or try loosing the the first primary timing...

I actually left a little headroom.

You can take vccio and system agent voltages to 1.30v and Dram voltage to 1.50v but I don't know how hard pegadroid wants to push voltages.
