It is a good practice to list the current bios you are using to help identify issues. I have tried 403, 062, 607 and I haven't had any issue with those on the Apex Xll.

Under Advanced, ON Board Devices, LED Lighting have you tried setting it to Stealth Mode when Sleep/Soft Off?

To me it looks like a memory training issue or some kind of boot issue/instability. Do you always get the disk check like in your video?

I would try MRC FAST Boot Disable and MCH FULL Check...
