Upgraded from 2701 to 3003 and I still can't run 3800 CL14 memories on 3800 MHz and 1900 MHz FCLK, nor 3600 MHz at 1800 MHz FCLK stable, only at 3200 MHz 1600 MHz FCLK stable, just as on 2701...

I'm livin' by a rule, if it works, don't try to fix it :). And from my current experience with AMD platform, "stable" ain't much better than "beta" and vice versa. Now I'm hyper stable with "a okay"...

Did You try common sense? :). Ryzen 3000 series worked well and stable up to let's say 2311, or even earlier BiOS version, and now it doesn't. So, yes, there are technical issues, thus, it's not good...
