If the steps in the OP do not help, I'd recommend running hardware diagnostics/memtest86 tests, if solid then reinstall windows.

the problem you describe is not a known issue with software. All signs seem to point to a specific issue with your system configuration.

Zero problems with sleep on my system.

Pretty sure it is installed by AI Suite 3. Or, the only other possibility is GPU Tweak 2.
