When it comes with specification the primary timings tCL-tRCD-tRP-tRAS -CR are given usually on product listing, box or manufacturer site. Secondary and teriary timings are set by memory training...

MemOK! means memory training process failed during post. If you set XMP, BIOS sets these voltages automatically, usually too high. Try to manually tune VCCSA and VCCIO.

This is safe but very expensive approach :) 3200 can be half priced than 3600... If i can advise you, look into QVL for your MB and get RAM with speed you want and tightest timmings you can afford...

The only way to find out who's wrong is to put your CPU onto another motherboard, i think....

VCCSA is System Agent Voltage, helps overclock BLCK, while VCCIO is IMC Voltage and helps stabilize when overclocking RAM. In practice both help overclock RAM.
