I would try a video card first before sending in your motherboard. If the repair center couldn't find any issues with your motherboard, it is worth a shot.

Have you updated your video card's drivers? Not sure what refresh rate you're playing on, but make sure you change that via your control panel. I.E. If you're using 144hz, make sure it's set to 144hz.

Have you tried another PSU? That would be the first culprit I'd check.

Are you installing the latest version (22.0.0)? Also, try running it as Administrator.

Are you speaking about thermal pads?

What resolution/refresh rate are you playing on? With the timing of new cards releasing, I would wait wait it out personally. 3070 would be a great upgrade for you coming from a 1660s.

Is your BIOS up to date and have you tried clearing CMOS? Also, have you made sure that all 4 sticks are working and none are defective?

I don't think it will work because the OSD is different. You can actually control the LED turning it on/off on the OSD menu. It's under "light in motion".

Did you reenable Fast Boot after clearing CMOS?

I'd watch one of the Der8auer's overclocking guides. He has a guide with the Maximus XI, it should be the same concepts.

You can still watercool this motherboard without a monoblock or VRM block.

Your idle temperatures are fine. Also, I recommend you have 2 sticks of RAM so you can take advantage of dual channel.

You shouldn't have issues, since it is backwards compatible. However, keep in mind that you may experience bottlenecking.
