Have you updated your video card's drivers? Not sure what refresh rate you're playing on, but make sure you change that via your control panel. I.E. If you're using 144hz, make sure it's set to 144hz.

What resolution/refresh rate are you playing on? With the timing of new cards releasing, I would wait wait it out personally. 3070 would be a great upgrade for you coming from a 1660s.
