Thanks to The Stilt's info I have managed to mod SMU FW 46.34.00 into C7H & C7HWIFI UEFI 2703 & 0002.

2703 is current "Official" and 0002 is one with ASUS WMI possibly fixed.

HWINFO/CPU-Z/AIDA64 and any other software monitoring tool has not been correctly set to not pull Ryzen 3000 out of sleep, so you will see higher...

The way algorithm for stock operation vs manual OC is not comparable IMO.

The algorithm will aim to keep CPU stabilised for all cases loads, where as manual OC I doubt many test it to the same...

This Overclock settings you speak of, is found in AMD CBS DDR4 timings section. I can't go and tell you exact location/capture screenshot of menu as system is on a stability test run.
