3101 is taken down because Some Matisse CPU 3300X that are with a certain CCX disabled can't power on with AGESA ComboV2 1190

so it could also stay at pbo if calibrated temperature is higher than 75c, you can set 150C to stay in oc mode...

it is not a fixed limit, it depends on load as well.
my guess is that it clips frequency at times to a frequency point you have not validated much at, and the resultant vid at that point may be too...
