Update to peple who have power loose even Disable CPU Spread Spectrum
Set VRM Spread Spectrum to Disabled too
this is complete remedium

CPU Spread Spectrum - Disabled
AND
VRM Spread Spectrum - Disabled (this option is Disabled Default in 1xxx and 2xxx, Enabled in 3xxx)
= no power loose

When Disabling CPU Spread Spectrum doesn't give satisfactional effect have to Disable VRM Spread Spectrum too - it have to works 100%

Try set "CPU Spread Spectrum" option from Auto or Enabled on disabled. In my case works !
