OCing these GPUs can draw well over 350W alone...with an OCd CPU and important headroom...you want to get a PSU that will be in the sweet spot of power delivery...not near its maximum. A good quality...

That board has a second BIOS chip...maybe flash current BIOS to it and see if the behaviour continues.
