You need a BIOS with AGESA 1.0.8.0 to boot with...
You need a BIOS with AGESA 1.0.8.0 to boot with Zen 3/5000 series...so 2204 2206 on CHVIII....then update to AGESA 1.1.0.0 once those BIOS drop

I would start there, yes. Try changing DRAM voltage to 1.35v and maybe 1.4 or 1.45..this is totally safe voltage for RAM
Maybe look in BIOS at the system agent voltage setting...see what the board... -
