Try to optimise airflow through the case...maybe consider push/pull on the AIO cooler.
AMD does run hot so 75/80 is not too hot... -

Average 3900X at 1.3v will do 4.2 or 4.3 GHZ all core stable...some better CPUs do 4350MHz at 1.32v....but you need to cool AMD CPUs to get the best out of them... -

Just a guess...but maybe your CPU has an iGPU built in that has that max resolution....and your stand alone GPU has a different max resolution.
