High pitched sounds like that are usually VRM related. Could be fixed in theory, but it usually fries all the traces on the pcb around it.
You can usually find replacements on aliexpress. -

You need a SPI Flash programmer with a soic8 test clip to extract and flash your bios chip. It doesn't work with nvflash. Editing the bios file is pretty straight forward.
