    EATX12V_1 8-pin power plug

    I have Asus Rog Zenith Extreme x399 motherboard, working good but i am getting this warning while booting,
    "Your system is only using EATX12V_1 8-pin power plug. We recommend connecting both the 8-pin power plugs under heavy usage for prevent the motherboard from overheating."
    When I connect both EATX12V_1 8-pin power plug Motherboard doesn't boot.

    You should double check your psu specs , according to Corsair it only has 1 EPS Connector so you must be connecting a pcie 8 pin ?? If so the board won't boot. After reading a few reviews it's one of the few "cons" of the psu.

    20+4-pin EATXPWR and 4+4-pin EATX12V (and/or 8-pin EPS12V) are dedicated PSU power outputs.
    ATX12V (and EPS12V) PSU standards require these 12V power outputs have dedicated regulation.

    These single-purpose outputs should not be combined with other 12V output rails. Although of course you can buy adapters which will plug 6+2-pin PCIE or 4-pin Molex outputs to EATX12V/EPS12V. And many people do use these without any issue, at least on robust PSUs.
    But I think these are just asking for problems. Not just error messages and failed boots but also system instability, throttled performance under heavy load, weak overclocks, even electrical damage to the motherboard (and anything plugged into it). I seriously believe the only smart option is to always buy a PSU which is already properly equipped with all the needed power outputs for the platform hardware.

    I think OP needs to state which Corsair TX750M is being used. Prior to 2017 model it had 2x 8 pin CPU, 1 native and other modular; 2017 has only 1x CPU 8 pin.
