this is not true, there are no frequency limitations in the driver, you only need to update the BIOS( https://drive.google.com/file/d/1owdiEA8M-YipyegcinRpFfV4IBkk7qpT/view?usp=sharing ) and reinstall the driver.
I currently have Adrenalin 2019 Edition 19.2.1 and the core frequency is up to 1350!
