Board Won't POST

I am building with a STRIX X370-F motherboard, Ryzen 7 1800X CPU, liquid cooler, and 2 x 16 GB DDDR4 RAM. I put the MB into the case, fitted the CPU and cooler, plugged the DRAMs into slots A2, B2 as per the installion manual, and plugged in all the cables.

When I powered up all the fans came on, the MB standby light comes on, all the fancy light show LEDs come on - and that is it. No POST beeps, and the four debug lights do not even flash.

This is actually the second motherboard I have tried, as I had the original replaced on RMA. So any suggestions? Could it be a faulty CPU?

Might be worth posting a more in-depth parts list. Include make/model/part numbers of the memory kit.

Have you tried setting the board up outside of your case? sit it on top of the box it came in, connect your power cables, attach your cooler, graphics card etc, then try to turn the board on from the dedicated power button on the bottom of the board.
