Alright, so I'm trying to populate the second x16 that I have on my Strix x399 Motherboard with an Elgato 4k60, should only need 4 lanes. For some reason it will not boot, it will hang on either Post Code 94 or 96 with the LED being white. If I take the card out and put in the fourth x16 it'll boot up just fine, which wouldn't be an issue if I didn't need it for another Elgato 4k60.

I've tested to see if it's an issue with having two of them in the system by trying to have just one plugged into the second x16, the machine will not boot when it's populated, like I put a thermal take x16 extension ribbon and it'll hang up.
