since your issue isn't asus laptop specific issue (can happen on any HW ), you're better off finding answers to windows only related issues on forums that deals specifically with windows like
7/8/10 forums and
mydigitallife.
nonetheless, UEFI/BIOS screens are prior to any OS load, so if you can't access its screen, you might have HW issue like bad HDD/SSD - thus causing the "bios" routine checks to continue "forever", making it impossible to access to the "bios" screens.
BUT, if you're getting BSODs, you're passed "bios" and in an OS related state.
