May be setting in Bios and not a Bug.
I don't think it is a bug you are experiencing. I am running a Ryzen 1700 3.0Ghz 8C/16T processor and have it overclocked 3.45Ghz currently with Corsair Vengeance RGB DDR4-3600 C18 memory currently clocked at DDR4-3400 with 15-16-16-16-39 timings and there was no bug. I however did notice when I was playing with the Bios during an overclock atttempt in conjunction with upgrading from 3502 to 6004, my CPU wouldn't clock higher than 2.35Ghz when it showed OC was 3.45Ghz. After some fiddling around, I found a setting in the Bios that I believe was core+/- offset. When I changed it to Auto, my CPU clocked correctly again. I think it may of been changed when I tried one of the auto overclocking features. I would check your Bios and make sure everything is correct or reset Bios and start from beginning tweaking features little by little.
