X299 Rampage VI Extreme Issues - Need Help

My PC specifications are:

CPU: Intel i9 7980XE.
Motherboard: X299 Asus Rampage VI Extreme. (BIOS version - 1004)
RAM: 64GB 4x16gb DDR4 Corsair Dominator Platinum Quad Channel - 2400MHz 14-16-16-31 1.2v.
GPU/s: 2 x EVGA 1080ti FTW3 Elite (In SLI) connected with a ROG HB SLI Bridge.
Power Supply: EVGA SuperNova 1600W T2 PSU.
Cooler: NZXT Kraken X62 AIO CPU Cooler.
Storage: 512GB Samsung NVME M.2 SSD (Used for the OS) Windows 10 and a 1TB Samsung 850 PRO SSD for storage.
Case: Cooler Master H500P Case (With the Mesh Front).
Keyboard: Corsair K95 RGB Platinum Cherry MX Speed.
Mouse: Razer Mamba Tournament Edition.

(As much as you will all cringe, as far as I know, I haven't overclocked anything, so it should all be running at stock apart from my RAM which I have activated the XMP for.)

But hello!, When I bought and build this PC I had issues from the start which I had previously made a post about, which can by found here;

From this, even though my PC works now I still have a suspicion that one of my components has been faulty, I need help with narrowing down which one it might be.

A few months later my PC is working but still not to the standard I thought it would. Recently I've come across some new issues like slow bootup times were I am getting Q-Codes such as B7 and D5 which from what I have read up on are memory issues.

And I have also been getting issues which cause my Mouse and/or my Keyboard to not be active from boot, turn off during use or the lighting on them flash occasionally, I also get occasional crashing / freezing.

I firstly need help with what the best BIOS settings would be for my build ( I know thats a bit vague, but there must be some certain all around priority settings and im a noob to that stuff )

Aswell as in your opinions what component is the faulty one and how I can fix the issue, as from what issues I have had so far it feels likes it's either;
My RAM, CPU, Motherboard, or PSU.

Hi, I could not help you solve your problem but I can testify that I had a RVE that I have never managed to overclock beyond 4.10 GHz and for that I had to set the voltage to 1.30. While by default the other R5E were up to 4.20 minimum of one click.
I had similar problems to yours too.
Now I have a R6E I have no issues. I overclock it on the fly and it responds and is stable as a rock.
It is most likely if you are sure that all of your other components are reliable and compatible that you have stumbled upon a faulty card.
Also you have to be careful where you buy the components. Make sure that the seller is a specialist and that he guarantees to recover the defective material.
That said I can't be sure your card is defective or that it has a defective component.
