1903 is the recommended Windows 10 build for Matisse. Not quite sure how you can be torn when 1809 is old and not the best build of Windows 10 regardless of CPU.
But yes, 1903 is what you should be using. 1909 is out soon too, but that update will be applied to 1903 in a similar fashion as a service pack. Which is also meant to have further scheduler optimizations.

I use High Performance Ryzen. Some people said it prevents stuttering in games by cloking the CPU at 100% most of time.

Anyone using Corsair CMK16GX4M2B3200C16 ram? Recent bioses (post ryzen 3000) cause random bsod at the rated 3200 MHz so I have to lower the speed. The ram is Hynix AFR die so it's mediocre quality but with pre-3000-bioses I was able to reach the max speed with docp profiles.
My cpu is a 2600x downvolted with an offset of -0.1000 V. All other settings are stock with bios 5220.

Where do we get Ai Suite III for this motherboard? Unless I'm blind, I'm not seeing it on the downloads page. The product page mentions Ai Suite support. I've heard that you can do BCLK overclocking in Windows with Ai Suite. It's basically my last ditch effort for trying to get over 100 BCLK.

If you have an RTX 2080ti and use it to play @ 1080p (i.e. with no GPU bottleneck) - then you MIGHT get A BIT more fps in a couple of games.
As for the professional tasks - I really doubt 1-2 seconds more on 1809 when encoding something is gonna make a huge difference for you.

On the other hand, 1809 LTSC is more suitable for those who:
1) Want to remove telemetry (non-LTSC versions allow to remove less of it).
2) Want not to get faulty updates which all of non-LTSC versions are very famous for.
