1 : My system stuck on ASUS first logo and need reboot to go on (keyboard and mouse didn't work and ''num lock'' not blink on my keyboard)
2 : After restart when the system goes on my Monitor blink many times as soon as Windows starts (not blink on windows)
3 : The very good thing is that when I am on Windows or on gaming I do not have any problem so far (not blinking monitor the all temps is looking good etc) .

All i do Is that: clear CMOS, update drivers, update the new bios 1902 , I check everything on cables on card ,power cables etc,
nothing at all, the problem remain ...
I don't have any other graphic card to try something else...

Must be update ? because my monitor PG278QR specs is ''DisplayPort 1.2'' not 1.3 or 1.4

Did you connect your monitor with a DisplayPort cable? If so then you might have a DP cable that does not follow VESA specification and it puts 3.3v on pin 20 of the DP cable. There are a lot of DP cables made this way, that are causing boot problems. Apparently the firmware update tool is supposed to fix this even if you use a cable that puts out 3.3v on pin 20. But I can not confirm this, unless the difference is that DP 1.3 and 1.4 monitor is supposed to include 3.3v on pin 20 [which I doubt]

I just updated my Asus GeForce GTX 1080 Ti Strix Gaming, 11 GB VRAM with this. It actually did something, and it doesn't want to update the firmware again.

It looks like there was no actual effect. DP 1.4 should be about 32.4 Gbps. I have Asus ROG Swift 360Hz PG259QN connected to the card, which should require a good part of that DP 1.4 bandwidth ( 1920 x 1080 x 3 x 8 x 360 /s =16.6 Gbps + the overhead?). However, the GPU-Z reports that the card is at 8.1 Gbps.

This card is advertised as a DP 1.4 card [1] [2], that is why I thought an upgrade to 3080 or so was not necessary to use PG259QN. Halp?!

Update: It's possible that all is fine, if the bandwidth is multiplied by the amount of lanes.
