Maximus X Hero - memory voltage problem

For some reason my Maximus X Hero board ignores manual memory voltage. No matter what, it's alway stuck at 1.088v in both - bios and windows. Goes up to 1.104V in benchmark but that's it.

My main memory: Corsair Vengeance CMR16GX4M2C3000C15 v5.30
- won't let me boot using XMP profile, goes back to bios. Memory voltage set to 1.350V by the profile, reading shows 1.088V
- 2666Mhz is the cap i'm able to boot at this voltage
- setting timings and voltage manually doesn't change a thing. Voltage always the same.

Back up memory from 2nd PC: Kingston 16GB KIT DDR4 2666MHz CL15 HyperX Fury
- boots fine using xmp profile, voltage set by the profile to 1.2V, reading shows 1.088V

Things i tried:

2 sticks
1 stick a time
Both memory channels
Bios versions 1303, 1101 and 1003
Different CPU VCCIO and System Agent voltages (1.2V etc.)
Tried using settings from der8auer's Overclocking Test and Guide 8700K youtube video

Every other manual Bios values work as expected except this one.

Very strange issue. Is this not a 1.35v memory set? CPU-Z showing the same low DRAM voltage?

Have you cleared the CMOS and tried starting from scratch?

Cleared CMOS several times and yes, every tool showed same figures.

I decided to return this board yesterday and got new (identical) one...works perfectly out of box.
The second I entered bios and saw memory voltage 1.2v i knew it will be ok. Two days wasted trying to solve something (probably) unsolvable.

Happy now.
