The program gives the pop up error message

Hi, I'm totally new to Outlook Express (OE) and trying to find some advice.
How do I deal with the OE error message, Outlook Express has found an error it can't correct. It shows up for one .DBX file but not others. Why does the program give me this pop up every time?

Make sure that you are connected to the Internet. To do this, follow these steps:
Start an Internet browser. For example, start Internet Explorer.
Type one of the following addresses in the address bar, and then press Enter.
If you continue to experience the issue, see how to open dbx format files.
